MINUTES OF NOVEMBER 19, 2018 MEETING

MINUTES OF PREVIOUS MEETING:

MOTION MADE BY:  Trustee Rose to Approve the Minutes of the October 16, 2018 Public Hearings, Sub-division and Grant 14, Seconded by Trustee Denton. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Denton To Approve the Minutes of the October 16, 2018, Seconded by Trustee Helmin. All Ayes and No Nays. Motion Passed.

 

 

AUDIT OF THE BILLS:

MOTION MADE BY:  Trustee Rose to Accept the Audit of the Bills and Pay those Bills for the Month, Seconded by Trustee Helmin. After some discussion, All Ayes and No Nays. Motion Passed.

 

BOARD MEMBERS/STAFF REPORTS:

Trustee Helmin- No update on Sexual Harassment Policy

Trustee Denton- Asked about Broad St. pothole, and question on 3 Ann St.

Trustee Rose_ No report

Trustee Morford- Forgot sign info.

Fire Chief- Report attached, explained proposal for a new truck.

Public Works- Report attached, curb stop for Culligan is done and 47 Washington to be done tomorrow. East National will send someone to install balance of meters if we can get all scheduled for one day. Trustee Morford congratulated DPW for a job well done during the snow.

Code and Zoning Enforcement- Report attached, discussion about a house on Washington Street. Discussion on water shutoffs on Monday 11/26/18.

Water Department- Report attached

Animal Control- Linda has an application

Waste Water Treatment Plant- Report attached

Zoning/Planning Board- Report attached, discussion regarding Amish buggy’s on bike path.

MAYORAL REPORT:

WWTP- No report, no change from last month

Water Meter Replacement- We will be returning about 20 meters that are not needed.

Thruway Project- Started stabilization, on hold due to weather.

Tree Lighting- Working with Melissa Vrooman and the Reformed Church, Snyder Park 6:00 pm November 25, 2018, Ron to check the lights.

Village Elections- March 19, 2019, Running: Mayor Petterson- Law, Trustee Denton, and Trustee Helmin

Grant 14- Closed out. Final draw down was $76,696.16, 14 exceeded the budget. Mel Colony is still owed $26,125.00 by Fultonville.

Grant 16- sitting until Fonda signs inter-municipal agreement

Town of Glen is looking for back information on the monies from the fire contract.

Mass Gathering proposal

OLD BUSINESS:

Village Sign- Trustee Morford has 3 quotes, he forgot them.

Water Shut Off for non-payment- Shutoff is scheduled for November 26, 2018. There are about 25 bills that remain unpaid. Trustee Helmin requested a copy of the list be sent to the board both Tuesday and Wednesday at the end of business.

NEW BUSINESS:

New Code Proposal- Mass Gathering Law to be voted on at December meeting.

MOTION MADE BY:  Trustee Helmin To Accept Resolution 11-01, 2018 To Change the Reformed Church from a Commercial to a Residential Water Customer, Seconded by Trustee Rose. This will not set a precedent and all such requests will be handled on a case by case basis. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Helmin To Accept Resolution 11-02, 2018 to Amend Alcoholic Beverages Law Within the Village Code, Seconded by Trustee Denton. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Denton To Accept resolution 11-03, 2018 to Amend Noise Law Within the Village Code, Seconded by Trustee Rose. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Helmin To Accept Resolution 11-04, 218 to Rescind Resolution 08-04, 2018 Amending the 2018-2019 Operating Budget, Seconded by Trustee Morford. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Helmin To Accept Resolution 11-05, 2018 to Amend the 2018-2019 Operating Budget, Seconded by Trustee Rose, discussion took place, motion by Trustee Helmin to table, Seconded by Trustee Rose. All Ayes and No Nays. Motion to Table Passed.

 

Proposed Permit to Dig Water/sewer lines- discussion took place. Going forward no charge and make this code.

 

Crane St- Spoke with Grant, Paleen wants the Village to put the topcoat on, this has been put back in Brett’s hands. D.P.W. to plow one pass in and one pass out.

Motion by Trustee Rose to go into Executive Session, Seconded by Trustee Denton.
